Abstract
While both the 2006 Ceasefire Agreement and the November 2024 Agreement between Lebanon and Israel include the implementation of all previous resolutions, several differences have altered the situation and led to divergent interpretations within Lebanon. Some consider the new agreement the same as the earlier one, while others view it as a “plus.” Moreover, ambiguity appears to be the dominant factor in the November 2024 agreement.

Unlike the 2006 Agreement, the November 2024 one does not mention the implementation of the Taif Accord, probably because the Taif considers the "resistance" legitimate. Furthermore, the geographical scope of the disarmament of illegal armed groups triggers a long-standing debate, as the introductory paragraph of the November 2024 agreement states that disarmament should take place throughout Lebanon, while points 5 and 7 of the agreement focus on the “Southern Litani Area.” As the 2024 Agreement includes the right of “self-defence,” the concept remains ambiguous, leading to several interpretations regarding Israel’s actions and responses under this framework, as well as those of Lebanon and Hezbollah, particularly in light of the ambiguity surrounding Israel’s agreement with the United States, which was only announced on Israel’s Channel 13. The new agreement assigns a larger role to the United States and France and places increased pressure on the Lebanese Armed Forces (LAF) with respect to disarmament and security responsibilities, unlike the 2006 Agreement, which entrusted the primary mission to the UNIFIL.
