Abstract

The K2P Policy Dialogue, was convened on June 9, 2023, to address financing Universal Health Coverage (UHC) in Lebanon through health taxes. The dialogue hosted 21 diverse stakeholders from different sectors and from multi-disciplinary backgrounds to ensure richness of discussions. These included representatives from: Members of the Lebanese Parliament and Parliamentary Health Committee, The Ministry of Finance (MOF), The Ministry of Economy & Trade, Local NGOs (IRADA, 100% Liban), Heads of Order of Nurses and Order of Pharmacists, United Nations Children's Fund (UNICEF), Researchers and experts in the field, Management Solution Experts (MSE), Roche, Public Funds (NSSF, Armed Forces, Cooperative of Civil Servants) and private insurance (ACAL). The K2P Policy Dialogue was facilitated by Dr. Fadi El-Jardali. The discussion was guided by a pre-prepared PowerPoint presentation. Participants discussed the framing of the problem and recognized the urgent requirement to generate revenues for Universal Health Coverage (UHC) in Lebanon through the implementation of health taxes.

The Policy Dialogue about: Financing Universal Health Coverage in Lebanon through Health Taxes was held on June 9, 2023, at the Gefinor Rotana Hotel, Beirut, Lebanon. The policy dialogue was facilitated by Dr. Fadi El-Jardali, Director of the K2P Center.
K2P Policy Dialogue convenes key policymakers and stakeholders to capture contextual information, tacit knowledge, views and experiences including potential options to address high priority issues. K2P Policy Dialogues are informed by a pre-circulated K2P Policy Brief or Briefing Note to allow for focused discussion among policymakers and stakeholders.
