This policy brief presents a vision to turn construction and demolition waste in Lebanon into an asset for recovery and sustainable growth. The country generates around 1.65 million tons of Construction and Demolition Waste (CDW) each year, with nearly 45% produced in Beirut and Mount Lebanon. Most of these debris currently ends up in illegal dumps, quarries, or landfills, harming ecosystems, public health, and communities. By 2036, this proposed national system aims to recycle at least 80% of CDW, more than 1.3 million tons annually, and reintegrate it into the economy as certified recycled aggregates, reclaimed asphalt, and recovered metals through a modern and accountable CDW system.
