Abstract

This policy paper examines whether Lebanon has developed “foreign policy doctrines” over time. It also assesses how domestic divisions and polarization have caused foreign policy paralysis. Additionally, it highlights the importance of adopting ‘positive neutrality’ and proactive diplomacy to help the country navigate regional conflicts. Finally, it offers recommendations for reforming Lebanon’s diplomatic apparatus and re-establishing its presence on the regional and international diplomatic map.
