Abstract

This paper focuses on the role of local community organizations in disaster management following the Beirut explosion of August 4, 2020. It answers the following question: How can interorganizational relationships be effective in their response to disaster in a developing context? The main argument is that a lack of communication and collaboration made non-profit organizations’ interventions unsuccessful, and governmental support is necessary for successful interorganizational coordination. This paper develops a framework for disaster response that can be adapted in developing countries.
