A Cognitive Analytics Management Approach for Government Project Portfolio Management

Abstract

The Lebanese government is planning to implement Digital Transformation Plan which is a plan to transform many governmental face-to-face operations into digital operations to reduce the time and effort of citizens, improve processes efficiency, enhance citizens’ interaction with the government processes and increase citizens’ satisfaction.

Since government resources are limited, the government has to decide which are the most important programs and apply them first. To decide on what are the most important projects we need to put criteria based on which the government will rate the projects. The programs would be ranked based on seven conflicting criteria, making it a hard process to do the ranking manually or using simple processes. Therefore, this thesis suggests using multi criteria decision models (MCDM) to rank the Lebanese government projects.

Multi criteria decision models are mathematical-based models that help rank alternatives that are hard if not impossible to rank by humans alone due to complexity and many factors/criteria affecting the decision. MCDM methods have been used across several industries and fields to solve complex problems and can be used in a governmental context as well. We believe using multi criteria decision models will give accurate ranking for the programs, and when followed in implementation would result in the best use of government resources and best effective results.
