dc.description.abstract This thesis is a descriptive study that aims at providing an overview of the basic functions and activities of the Civil Service Board. It describes a comprehensive historical and analytical account of the Civil Service Board, and provides information and analyzes the trends and patterns of the current situation of the CSB. It will shed light on the problems and difficulties it faces and provides clarity about the conflicts found in the CSB. Based on this survey, it is clear that the staffing system in the Lebanese public sector encounters a number of flaws. Several administrative reforms are being developed to enhance the service in the public sector. This clearly shows that the CSB is key element in keeping the country as one. Accordingly, it will try to reorganize its current situation to improve the public service, as well as to modernize the public administration. Such a research can play an important role in providing information from different perspectives before taking any corrective steps. This can lead to further reccomendations and future studies. This study also demands the acquisition of a qualified staff as well as the need to improve the staffing system in the Lebanese public organizations. In addition, it helps in modifying the recruitment and selection model that is being applied in the organizations. In this way, the research shows what is new and known and-or not acknowledged about the CSB. Writing such a research exhibits familiarity, knowledge and awareness within the field. The thesis is divided into five chapters. The first chapter introduces the thesis. The second chapter gives a comprehensive description of the CSB’s history. It covers the Ottoman and French period, post-independence regimes and the period following the Taif agreement. Chapter three describes the organizational structure of the CSB and its different departments. It also presents the employment process.
